The largest budget of $ 162 million was for clinical testing after the onset of coronavirus last year when the National Institute of Allergy and Infectious Diseases funded clinical trials nationwide, a GAO report said.

"The re-funding research conducted by the CDC, DOD, NIH, and NIH-funded universities failed to result in state patents, because, per officials and university officials, the organization's contributions to the study didn't produce anything new," the GAO report said.
